In a nut shell.....he's worrying too much about YOU!!! Been there, done that myself.
Some men feel so much pressure to perform up to what he perceives as "her expectations", that he ends up giving up rather than taking the risk of disappointing her. In simple terms, he's thinking, "what if I can't satisfy her?"
What you need to do is talk to him.....tell to take it slow and reassure him that it's okay.

Maybe he was too close to you or your ex during the relationship and now cant fight the feeling that the relationship is changing. Maybe he gets excited but doesnt really want to have sex. Maybe he wants a real relationship from you and doesnt want to spoil it by rushing into the physical stuff.
Hang out together with the expectation of not having sex and see if you guys enjoy the time more. Put sex off for a couple months and see if the relationship has more worth that just sex.

Even if you intimidate him it shouldn't prevent you from having sex with him. Not that I know exactly how you go about getting ready, but one thing that always seems to help is to get completely naked, even before starting kissing, or whatever. That may not seem very romantic, but it simplifies the transition from, say, making out to copulating. If you still can't get him to penetrate you, you're probably better off giving up.

Does he have pre mature ejaculation problem? A medical issue e.g. prostste problem (which he may not be aware of) that prevents him from maintaining an erection? Is he a sissy? It may just be performance anxiety..talk to him about these possibilities..advise him to talk to his doctor about it.
