No, but you can get quite a lot of the way. You can get to Ripon in Yorkshire, or (with a little more difficulty) to a little way north of Carnforth in Lancahire (this canal once used to continue to Kendal). Beyond these points there are an awful lots of hills! Coastal shipping provides the link to Scotland. Once you get to the Clyde or Forth estuaries you can cross Scotland by Forth and Clyde canal.

No. Maybe a new London-Scotland waterway would reduce motorway congestion and improve the environment!?

I think you'd have to take a very small boat and carry it across the waterless parts!

The Grand Union Canal will only take you as far as Birmingham, after that you might be a bit stuck.
