It could have something to do with what you're feeding your dog.
Make sure your dog gets a high quality food, not Dog Chow or Pedigree or Iams or any of those "grocery store brands". Go to a feed supply, or Petco, PetSmart and looke for foods with meat as the first few ingredients and no corn. Avoid food that are rich with wheat, soy, and by-products.
I don't know if this will really help, but it's worth a try.
I would also buy some of the dental chews.

A dog having bad breath has a lot to do with what they eat. It may not be the bacteria and food particles in and on the dogs teeth that is causing the bad smell, but the undigested food in the dogs stomach. While brushing its teeth will help, it won't solve the problem. Also, have the dogs teeth checked for cavities by your vet. Bad breath can be a result of rotting and decaying teeth.

I give my dog rawhyde and never brush his teeth, he eats what he wants really as long as it isn't unhealthy for him to have, and his breath doesn't smell. My cousin had a dog, she brushed her teeth every day and gave her special foods and bones and everything for her breath but it was still horrible. She took her dog to the vet and she actually had stomach cancer which caused her to have such bad breath. I'm not sure if that's the problem here, but even if it isn't it wouldn't hurt to go to the vet, they could give him/her a checkup and then make suggestions about what to do about the breath.

First stop is the vet. Make sure there isn't an underlying problem (like gum disease or stomach cancer). Then check what you are feeding them. Maybe its time to change to something more appropriate (again the vet can give you some suggestions). Also, they sell these bones/chewies called "Greenies" they are made from ingredients that naturally help fight bad breath (like parsley). My dogs LOVE them...and they are really good for them. My German Shepherd doesn't have any issues as long as we give him these and rawhide treats. But...our Yorkie must have her teeth professionally cleaned every 12-18 months otherwise her breath reminds me of the grim reaper. Smaller mouths tend to have more problems with this. Also...crunchy kibble is better than moist canned food for bad breath too.

Very often, a chronic bad breath is caused by the anal sacs needing emptied. This causes a throat infection, which leads to cronic bad breath. Your vet or groomer will do this for you, and, if you like, show you how to do it at home. Here, they charge $7 for the service..
Otherwise, the kibble you are feeding may be causing indigestion, will would also account for bad breath. My dogs began smelling much better when I swithed to Canidae dog kibble. It keeps their teeth sparkling clean and white, even my oldsters..Most local (not chain) pet supplies will carry Canidae.

Milk bones/dog biscutes,you can buy mint ones if you want but it's not nessary.Beef bones also but hard dog biscuts are best.

it mat be their diet, not their teeth. There are many products out there to help with this problem. one is specially formulated doggy biscuits
