In today's cultures, it seems you can use anything as a name. Merry Christmas.

Yes if you live in UK. Here you can call anyone anything as a first given name. You must know someone called Howard for instance or Scott or Thomas as a first name.
In some countries it has to be a name from an accepted list or a proper Christian name, and when one of my daughters was born in France, the French registrars refused to register her under Jennifer (an English first name), though I gather things have changed since and American actors' first names are accepted. Some parents in England give an ordinary first name and they add the original surname of the wife (when she was single) as a second name for instance "Mary Wilson Stewart" Wilson being the surname of the mother before she was married, though I have yet to meet the girl who would introduce herself as Wilson Stewart.

You can use pretty much any name as a name in the US, it's even acceptable to change your name altogether and use a completely different name.

However when people change their names they usually have some "jumping off point" from which to start. Any part of your name will do.

Yes. You can use any name you want as long as you use it consistently and I mean consistently without intention of fraud, meaning that you go through all the red tape of so&so formerly known as so&so..
