Is there a register of people who have come from abroad and are now british citizens.

For naturalisations before 1991, some are available online, but the vast majority are only available from the Reading Room at the National Archives in Kew.

After this date, the Home Office in Liverpool has the copies of the certificates. Statistics are available online, but I believe that specific requests for information have to be applied for under the Freedom of Information Act.

everyone is registered.
