Light pipes basically need a transparent waterproof roof cover and a flexible metal tube that is reflective on the inside fed into the room where light is required.

Flexible chimney flue piping should work reasonably.
Add a fresnel lens or similar on the roof oriented to maximum sun for your latitude should increase the light collection
A difuser pannel to the ceiling opening to spread the light reflected down the pipe.

Unless you have the necessary machinery to manufacture fluorescent tube lights, you can't do it. It requires a lot more than desire to make a light bulb!
