I have a friend who doesn't have microsoft picture manager. Is there a way to compress a pic in Paint or another program?

By compress do you mean "make smaller"? If so, have them click "CTRL W" and then type in 50 in each of the top two boxes. Then hit okay. If it needs to be smaller, repeat the step. (It doesn't have to be 50, just make sure the numbers are the same in the top two boxes).

appears like you try to compress an lively gif image. if it truly is the case. the image is already compress to have a minimum of 255 shades. although, once you've Adobe image waiting, you could edit and compress the animation more advantageous with techniques from reducing the colour intensity (eliminating more advantageous shades from unique colour pallet).

Save the picture as JPEG in the picture manager. Or if you can open it in Paint, choose "File-->Save As..." and save it as JPEG.

This should compress the picture as JPEG is smaller than normal BMP images.

If you have Windows XP, search for "microsoft xp powertoys" and you will find a picture resizer software to download. You can right click and do a resize easily.

Downsize it. Make it 75% of the original size and you'll see the major difference!
Also, the quality will be lowered, keep that in mind. :)

when you go to save it, choose "JPG" instead of "BMP"
