The Ritz Carlton in DC (M Street) has a great High Tea/Tea Service. You should make reservations.

Ritz Carlton in Tyson’s II. High tea is offered in their piano lounge where is a very warm environment and it’s right next to the shopping more where would be a convenience stop for everyone. If you worry about parking, the hotel offers valet. Enjoy

The Ritz Carlton is the best. I believe all of them have it, but I usually go to the one at Pentagon City. Also the Hayes Adam and the Four Seasons. I stopped going to the Hayes Adam because they changed their environment from couches/lounge chairs to normal dining tables. And the Four Seasons sandwiches just weren't as good as the Ritz Carlton's.

Here's a good website. It lists tea rooms by state.
http://www.teamap.com/
And, for a nice drive to the Shenandoah Valley, try the
Woodruffs Inn's candlelit high tea, in Luray VA.
