If it's done in good taste yes, but I personally do not like anything nasty or crude at the same time, just a short low whistle to let me know "hey you look nice"
I like being told that I look good (clothes, hair, etc.) that sort of flattery will get you everywhere with me. Just the fact that a guy took the time to notice but to tell me as well just makes my belly do flip-flops.

depends on if the woman is attracted to the man, then she may not find it as offensive ( it could also be thought of as cheesy but at least you got their attention). if it were an unattractive old man it may be found to gross and offensive.
it depends on the situation. different approaches for different settings. i dont believe there is one tried and true formula. i would say just going up to the person and saying hi but there's a fine line to doing that and not seeming creepy. letting a girl know she's hot is not a bad pick up .most women are insecure about their looks so this my be a way in. Food as flattery works for me im married and fat :)

No dear,
women do not enjoy men whistling at them. a women likes to be admire for her natural beauty. A single rose would be much better that a dumb whistle. Most women think that just you thinking about them and getting them little things (suck as a rose) that you really took the time and put fort effort and care about them. also getting the gift deliver in special and creative way will really make they think twice about you.

No. It makes men look like selfish and sex-driven pigs. It might boost some women's' egos, but in my eyes, it is utterly disgusting.

For me, I don't really like to be flattered, so it doesn't really matter.

Some women enjoy the stare down, the body look over, and some like the simple, "excuse me, do you know what time it is?"

No pick up lines though, that is the best way to get an expensive alcohol drink splashed in your face.

Yeah sometimes but sometimes it makes you think that they are whistling at someone else. I like for a guy to make a little eye contact with me and then look away and then look back that tells me he is interested

No it's extremely embarrassing. The only thing that works on me is if I see you and I can't look away and you look into my eyes like you want me. That works. Asking for my number, whistling, hollering doesn't work.

whistling doesnt work but it is nise sometimes try walking up and accually try to talk to her if she walks away shes not interested if she talks to u u might have a chance

i dont have a problem with guys whistling at me but not in a sexual kind of way...if you know what i mean....ummm....i like when a guy tells me that i look nice that day or they like my hair or if i smell nice and you notice tell me i smell nice...ummm....complimentin on a girls eyes if they have pretty eyes...i get that i have pretty eyes all the time..even thou i hear it like everyday...i still like it when someone tells me i do
