Best over all is probably the British or Austrailian SAS (Special Air Service). They pick from all military branches, and their missions are not just commando type missions, but they also do the same thing as US Army Special Forces, Ranger, Delta, Marine Force Recon, Navy SEAL's, Air Force Forward Air Controllers, etc. This does not make them the 'best'. This just makes them more versatile and they are better able to adapt to what ever mission, terrain, or climate that they need to operate in. They can either do short missions (hit and run) or do long term missions in enemy territory, lasting up to a year if needed.

I would say Navy Seals then maybe British SAS.

When I was in the Navy I was considering Seal and looked at the program and talked to a couple of Seals and they had opinions about all of them and they said the only ones that they would not want to fight wa the SAS.

SASR because almost every trooper is multiskilled, para qualified, desert, jungle and water experts. Plus the yanks always call them in to fix what the SEALs f@ck up.

i would say army special forces or army 11 bravos or infantrymans, cause their trained for every special ocassion or environment not like marines or navy seal their just good in the water.
