the circles and puffiness under the eyes is caused by a build up of blood, that is this happens when someone is tired, it also explains why the eyes are usually red when this happens. The best way to get rid of this is to adjust your sleeping patterns accordingly. Also putting a cool pack on your eyes will do the same thin. Some women use cucumbers, I think a pack of frozen peas works better because it molds to the shape of your face, also putting Preperation-H ( yeah the butt cream ) will help open up the synapses under the skin, and help the blood flow more freely. I would suggest putting that on before you go to bed at night.

Dark Circles and puffiness come from not enough sleep or heredity. I don't know of a way to get rid of them. Maybe their effect can be reduced through putting cucumbers or tea bags on the eyes.

There are a variety of reasons that this can occur. Lack of sleep, genetics, water retention, illness, alcohol consumption, allergies, aging, the list goes on and on. Depending on your specific situation would depend on a solution. Sleep more, go to allergist, quit drinking, cold spoon after a crying jag, lower your sodium intake, plastic surgery, dermatologist,... the list could go on forever depending on why you have the cirlces and puffiness.
Figure out why first then try a few things.

Hemmorrhoid cream for puffiness, Physician's Formula yellow undereye concealer for circles with your normal foundation over it. Also shimmery white eye shadow in inner corner of eye, and/or white eye pencil in inner rim of lower eyelid (not really recommended to line actual rim inside of lash line, but do what you're comfortable with...it doesn't really bother me.)

you get them from lack of sleep, stress and you skins own natural elasticity.
I find a cold teaspoon (kept in fridge) helps puffiness if you hold it over each eye until it's warm.
