shoulders over hips, hips over heels. If they're putting sholders over knees then they are bent over which can be dangerous

While starting they should allign with the hips. At the bottom of the movement they should align with the knees

When doing squats properly your shoulders should be over your center of gravity and for better balance they should be over your knees

I thought it was heels, but I will go with hips, which could also be aligned with heels.
