No, I think that the new dog your sister got is just picking up on emotions you still have for your lost dog.
Dogs are sensitive, they can sense the dog you had before and "Zoe" is just trying to make you feel better, she can feel what your feeling and knows your lonely.
When she gives you that glance she is realy asking .. are you ok, can we be friends etc etc..
She is also probably confused that she can smell another dog especially in your room and doesn't know where he is, this would make her feel a bit confused and lost and then, you also will be a bit stand-offish with her because you love and miss your old dog.
Just try to mend your heart and have fun making friends with "Zoe" she's sensitive and sweet and confussed as to where has that other dog gone?

First of all assuming there is a possibility of reincarnation your question needs to be gone over logically. You got this dog a week after your dog died. The earliest you could have got it is at 8 weeks old. Therefore your new dog was born before the other one died. He is just looking at you like that cause dogs do that. They give you funny looks like they are losing their minds but that does not mean you need to lose yours too. Have a nice day.

Your new dog would be about 10 to 12 weeks old when you got it so your old dog would have died well after your new one was born, creepy or not accept it for what it is, another dog that has found it's way to a home where it will be looked after and loved.

i think the dog reconizes a sence of loss....maybe its you...you must have liked Rusty alot...now maybe your dog is posessed, hmmm, but i doubt that....my dog died and her puppy really was young - but she acted alot like her mother and sometimes i wonder the same thing...i think we see things in them we want to
