You will need to go through the Online Business Licensing Service (OBLS) that can be accessed via http://business.gov.sg/licences

For my restaurant liquor license I had to go through ABD (Alcohol Beverage Division) in my state. Then the city council also has to approve it. You'll also need your liquor liability and dram shop insurance in place. The cost of the license depends on what class license you need, occupancy of the club, and expected liquor/wine/beer sales a year.
