Is it like 5% or something or is it all based on weight and such

As far as I know, there is no shipping & handling tax.

A tax is what the government charges.

Now, shipping & handling FEES, on the other hand, are charged by the company. They can make them whatever they want to make them.

It is the rate where the item is being shipped to if that state taxes shipping.
