What are 2 ways to fix a tax dilemma within a county.?

i am writing my position paper, on the tax dilemma in Niagara County, NY, and need two positions in solving the case, does anyone know where I could start??, like a possible solution, or where I should go to find out??

All i know is that it is the highest taxed county..and has extremely high property taxes.
