I'm visiting LA and San Francisco next week, but I have no idea what to pack. Is a long sleeved tee-shirt, scarf and mid-thigh length woollen coat sufficient to keep me warm outside?

Pack rain gear - there are El Nino storms expected.

Check the historical temperatures:

Los Angeles will be generally nice during the day (~60-70 degrees). Long pants and a long sleeved t-shirt will generally be fine. In the evenings, it's likely to dip in to the low 50's so it would be good to have either a warm jacket, or a sweater that you can put over your other clothes.

December is also the "Rainy Season" in Los Angeles, so an umbrella, or waterproof jacket is a good idea.

You definitely want to bring rain gear because you're getting into the rainy season for the California Coast. Your coat and scarf combination should keep you plenty warm, and you shouldn't need them at all in LA -- it's rare that the temperature dips below 50 there. San Fran gets colder but not THAT cold -- below-freezing temps are very rare in the Bay area.

Yep. It will be cold at night in San Francisco but nice during the day. Take layers that you can bundle on at night and then peel off during the day.
