MGI Photosuite is very good, and easy to use.
Not sure where you'd get it from tho - you'd have to try a search on the net.

Well the standard answer is always "Photoshop" which can be quite expensive (if you're a student or know a student who'd be willing, you can get a great discount at places like http://www.journeyed.com). You might look into Photoshop Elements for another cheaper alternative but you would want to make sure the support for airbrushing is there as well.
For a free option take a look at "Gimp" as an alternative to Photoshop. Combine programs like this with a Wacom tablet and you've got the effect of digital airbrushing.
