If it is smelly you don't need to ask I think. Throw it away.
I'll rather starve to death than eating rotten meat.

the manufacturers put expiry dates on products having in mind certain optimum conditions of lighting temperature (both referigerated and ambient), out-of-package and humidity. We may not always however keep these products under such optimum conditions so even though expiry is not reached the products may have gone bad. if the chicken is a little smelly, then microbial activity and hence the level of toxins in the chicken is extremely high and therefore not fit for human consumption. Indeed you may boil or cook the hell out of the chicken but then again who wants to eat food that tasteless or bland. some of the toxins do not also simply eaporate just from cooking at high temperatures for a long time, so please just go get a fresh peice, and chuck this one in the bin

Meat with the blood in the package is always a little smelly because it's the blood that smells, if the date is good, try rinsing the chicken and drying with paper towels and smell again ...if it's still bad, throw it out, it's too cheap to risk and ER bill.
It's really your call whether or not you want to risk it.

No. Salmonella and other dangerous microbes are starting to flourish in the meat. Even if you cooked the chicken, the damage is done and now has the potential to do a LOT of harm to your body. Throw it away.

No, it smells because bacteria set in and it is starting to decompose.
The "sell by" date is not written in stone. The chicken could have been improperly chilled by the supplier to your grocer, been partially thawed while at the store (as in someone carrying it in his/her cart for an hour before deciding not to buy it), or even in a "hot spot" in your own refrigerator.
If you happen to have your receipt, you could take it back to the store.
General advice is red meat keeps longer than poultry in the refrigerator. If you are buying quantities of poultry, rebag in smaller portions and store in your freezer.

I would err on the side of caution. Code dates on food are merely a guideline. If you had a loaf of bread that turned moldy before the date of expiration, would you still make a sandwich?

NO!!!!! absolutely not!!! bad chicken can kill you. It is one of the most dangerous foods when its gone bad. That "yard bird" as tasty as it is..will end it for you!!! Did you watch Fox's Hells Kitchen? one of the chefs got booted because he almost served chicken that was not fully cooked! he could have killed someone! Throw it out!!!!!!

if cooked to 165 degrees internal temp. it would probably be ok,but i would run from any chicken that isn't absolutely FRESH. It isn't worth the risk unless you are starving to death.
