i thought i could mix them but when i tried to do it, they did not mix...

For the same reason that oil and water don't mix. The molecules don't adhere to each other.

You can mix Oil and vinegar in salad.

water based liquids ca not mix with oil..

you need an emusifying agent. lemon juice or egg yolk will work.
Vineger is not a strong enough acid to break oil on its own.

Because they're not miscible. Vinegar is water-based.
