Generally tap water is safe in Singapore to drink.
Places like restaurants and hotels' tap waters are safe to consume in Hong Kong. If still in doubts, you can get mineral water from supermarkets or convenience stores in Hong Kong which is relatively cheap
If you do have a weak stomach, please boil the water first before consuming or drink mineral water.

Tap water in Singapore is drinkable everywhere. Tap water is safe in urban areas like Kowloon and Central District. Most of the people in HK do not drink tap water straight from the tap, rather safer is to boil the water before consumption.

Depending on your stomach none of it may be safe. Generally speaking the water in Singapore is safe to drink but there may be microbes in the water that can get you sick. HK I'd stick to bottled water, many places are safe to drink but I wouldn't risk it. If your stomach is at all sensitive I've do bottled water and skip ice cubes anywhere you travel. I have an iron gullet and am fortunate enough to be able to eat and drink anything, but one of my engineers gets sick as a dog no matter where we go and got sick after some ice cubes in singapore, but his stomach is a mess.
Drinkable.. yes. Risky, a little.

If you are a foreigner travelling to Asia for the first time, your body may not be ready. Hence, I will not recommend you to drink tap water here. Also, the water supplies departments put in some chemicals to kill the germs. Your body may not like them too. After all, you come here for fun. Why do you want to take any unnecessary risk when you can buy water from convenient stores at reasonable prices (not from hotel though)?

You can drink. But I am not sure your stomach like them. I had the runs recently and the doctor advise boiling the water first. Pipes and holding tanks do get contaminated. Singaporeans are drinking recycle sewage water btw. Long term effects unknown. The Japanese community prefers to have bottled water delivered to their home from supermarkets.
