No, there's nothing wrong with innocent flirting. If you take it past that point where there's physical or emotional involvement, you've slipped into the "cheating" realm.

Flirting, giving your eyes and your thoughts to someone else in the form of a sexual come=on... IS a form of cheating, But it depends on your intentions. It is emotional cheating, in a way.. But can still be perceived as harmless. I have a man. I don't flirt. I don't make eyes at other guys. I don't call other guys and flirt on the phone. I don't write other guys flirty emails. He gives me the same respect.

i think it is yes. if you are with someone and completely happy then why would that person flirt? it makes no sence the whole point behind flirting is to get someone to notice you and think of you as someone that they would want to be with. flirting while in a relationship is cheating.

No it's not the same. Well as long as there is no real touching. I think it's still wrong to flirt if you are involved, but it depends to what extent. Otherwise if it's a healthy flirt, i think it's quite normal and healthy to do it once in a long while.

whatever it is it doesn't show much respect for your partner and I am usually on my way at the first signs of it. However it all depends what you mean by flirting, we all have different ways of looking at things.
