Sometimes we THINK that we want someone who would always agree with us or at least submit to our every thought, wish, want or desire. The reality is that we want someone who we can respect. It is hard to respect someone who is always just agreeing with everything you say. Once in a while, we need our gf/bf wife/husband to take a different perspective. So, to answer your question, I don't think that it means you are "indifferent" if you don't fight, but I think it just means that one is scared of the other or just doesn't want to start a fight. My guess this is because one is very insecure and doesn't want to do anything to upset the one in charge.

well, fighting is a bit scary for the relationship, you might fear the result may not be good, however
somehow yes, it can strengthen...it adds spices to the relationships...it helps to grow in a mature way...if both of you knows how to handle after arguing...like acceptance, forgive & forget, it doesnt matter who is right or wrong.
It is better that somehow you know how to deal that situation in an early stage...so if the bigger problems will occur, you would both know how to cope for that...
yet somehow, fighting always is not healthy in a relationship... give some space if you notice that the trouble is getting bigger.

Well fighting is not all that great, but coming to an OPEN and HONEST communication point in the relationship is very healthy.

I think some fights are good. Sometimes it adds a little excitement. It is kinda hot when my boyfriend gets mad.
