I would take a kiss on the forehead to mean that the kiss giver felt protective towards the kiss receiver.

It's like the way a Dad kisses a daughter but if a boyfriend kisses tht way as long as he kisses you meaningfully most of the time it means he cares about you with a lot of fondness.

I kissed my daughter on the forehead tonight because I threw her the remote control and it hit her there! Poor darling, I love her.

My grandmother used to do that when I younger to check my temperature when I was sick.(I don't know why)
My boyfriend does it now when he leaves for work in the morning to say goodbye so as not to wake me up. He usually does though and ends up kissing me again on the lips.

Well, when I do it it's a sign that I love / like someone but not in a sexual way - like kissing the top of a child's head.

depends on who kisses you that way. If your parent/caregiver does it then it entirely means something like "you are the apple of their eye". If your partner does it then it means that he or she loves you not only in a sexual romantic way but also that you are "the center of their universe" type of thing.

If its a guy/girl and you guys are casual and he/she does that it could be that he/she wants to give you a real kiss but is scared/shy I did that to a girl and it was alot easier than kissing her the first time.
