Is your friend a philatelist (i.e. a stamp collector)? If he is, then I bet the answer is: AS MANY AS YOU CAN STICK ON THE AVAILABLE SPACE!!!
Stamps have different denominations (like cash) to fully represent different amounts so whether the postage is a dollar or ten dollars, the postal officer will give you the exact value in stamps. What type of stamps or how many stamps corresponding to the postage you want to stick on the envelope can also be requested, don't worry. Trust me, any post office employee worth his salt wouldn't think this to be an odd request.
Personally, I'm usually delighted whenever I receive a letter from abroad with different, colorful stamps (they're like little pieces of art). To me, it shows the sender to be caring enough to go the extra mile. As most everyone know, mailing a conventional letter nowadays is a dying habit. Besides, if you pepper the envelope with LOTS of stamps, you go away feeling that at least you got your money's worth.

Most postal charges going out of the country are based on the weight of the package. You will need to call the local post office and ask them, that is if you know the weight of the envelope, otherwise you will need to carry it to the post office and have it weighed to know the postage.

The weight of the letter, it's destination and how fast u want it to arrive, usually determine how much it will cost to ship (or send). Without a postage meter it is impossible to tell you otherwise.

Being that I don't know what county you are living in or where you plan to mail a letter I can't answer in terms of money, so I'll answer in terms of smartassedness.
Just one stamp - for the appropriate price, or two at equal amounts totaling said appropriate price. (-:

it depends on the country.For instance to Canada I put 2 stamps.Its best to either look at www.usps.com and see what price they say,or,if it someplace that requires postage paid by metered mail you will have to go into the postoffice.
