publisher is part of MS office and is purchased separately from your retailer or microsoft

Microsoft Publisher does not come with Windows XP. You were told wrong. You can buy it separately or it also comes bundled with some versions of Microsoft Office.

There is no windows publisher, only office publisher, so you need microsoft office 2003.
