Yes, people with downs syndrome are able to produce just like anyone else.
As for their chidren, I guess it depends on the degree to which their downs syndrome effects them. There are severe DS cases and then some milder ones who tend to be a lot more high functioning.
In most cases, the mother and/or father can be taught how to look after, care for and meet the basic needs of a baby/child but there will always need to be some form of strong support network in place to ensure that care continues in an appropriate way. This support network can take the form of family and friends, or even governmental departments, community services and community centres.

Women with Down syndrome are able to have children, however many times they undergo some sort of steralization procedure once they reach adult hood. Most men with Down syndrome are sterile and therefore do not have the ability to father children. I would suppose IF a woman with Down syndrome were to have a baby, that her family and community resources would provide her with positive parenting classes and a strong support network.

Yes, they can have kids and they get raised by their parents with help from family, friends and others.
