You can always go on a tourist visa. If you want to work, you will need a work visa. Check out:

Easy visas without skill requirements for 6-months.

Depend on where you're from, i.e., what's your citizenship?
Residents of certain countries, like USA, Canada, get an automatic 3 month visitor's visa from NZ -- that is IF you can prove you have a return flight (round-trip-tix) and $$ to support yourself while in NZ. You won't get a work visa if you don't have a job offer, let alone any job skills. Same with student visa, you won't get one unless you are accepted into a NZ University.

Save your dough and go to NZ as a visitor for a few weeks or however long you can afford. Check out this website for more info on visas.

I do know the airlines should not book you a one-way into NZ unless you are a resident or possess a valid student or work visa. So you'll need enough $$ for the RT flight and then money to live on while there. Good luck - it's a beautiful country.

Do look forward to turn 18 soon. The NZ Immigration has a Working Holiday Scheme for young adults18 years and above. Check it out on the website. If you don't qualify, you could apply for a tourist visa and extend your stay. Perhaps you may enjoy NZ so much that you decide to stay and apply for a job!

NZ is a beautiful country, hope you will visit and see it for yourself. I have some info and photos on my blog at http://mynewzealandvacation.blogspot.com and a link to immigration info that you may find useful.

Depending on what country you are from will determine how easy it will be for you. For example if you are from a commonwealth country such as Canada then many of these countries have reciprocal arrangements for working visa's. Otherwise check out this website http://www.govt.nz/record?tid=1&treeid=183&recordid=1108
Good luck with it allow plenty of time maybe a year as there is so much to see and do for an 18 year old.

Come as a tourist and try WWOOFing. Or you may get permission from the Labour Dept. to work as a fruitpicker. They're always short of workers in that industry.
