Yes it is legal but it is a big stupidity to carry rice and lentils to London because you get Indian pulses and rice in London and even much cheaper than in India. The best stuff to carry is sweets and namkin. Carry whole load of suit case but they should be neatly packed and sealed so that they are fresh for a longer time. These things are very expensive. I do this when ever I visit India. Make sense.

You can carry uncooked stuff like Rice and Lentils. The restriction is on agriculture produce like raw fruits, vegetables and in paticular anything that is a seed (potatoes) or contains seeds (Peas). You can also carry any achars, papad, mathri, or sweets.

Wow! This were given an excellent type of solutions! My husband is Spanish and we make rice each of the time. We use a rice cooker and a million cup of water/a million cup of rice with a touch oil and salt. in case you want sticky rice, use 2 cups water to a million cup rice. My husband's kin gained't devour the rice if this is sticky.

i carried such stuff in my luggage. never had problems. the most impo thing is not to carry cheese, meat or milk products.
