First and foremost ; Cultivate JATROPA in all the barren lands.
This step will help local farmers and decrease poverty.
The government should also increase subsidy on Jatropa since yield is obtained only after 3 years.
Besides other promising bio-fuel sources like soybean should also be explored.
Water harvesting units should be made compulsory in metros, towns in order to increase the water table.
Government should have different pollution policies for MNC's forcing them to use more eco-friendly processes.
Public Transport system should be improved a lot to decrease the amount of private vehicles on road( which cause tremendous pollution)
There are many other ways but the above few should be stressed upon more.

the best thing is to put up windmills across the country, supplying eco friendly power and spurring economic development
