Depends on the personality of the guy. Some guys like to put a show on in public, and only feel comfortable talking to you alone.

Yes, sweetie. Sometimes when guys are immature they act out when around other people, but let you know what they really feel when you two are alone. It's stupid, I know. Guys (most) grow out of that. But if he keeps on doing it, you should probably move on because that would be disrespectful of him.
