Hi SweetAngel!!
What are you currently feeding little girl? You might want to include some homemade fresh meals, crushed flax seeds to her meals...yogurt. Sometimes an improvement in the dogs diet can help the dog express them with a bowel movement.
Most dogs express their glands with a normal bowel movement. If your dog seems to be expressing her glands more often than normal take her in for a check up vet ....if everything is normal and she is just blowing them during excitment then I would just wipe up...if it's due to fear, take a look around her environment and see what may be causing her to get upset.
If your dog is blowing them on her own when excited then I wouldn't worry about her glands becoming clogged as she is releasing them herself. It's when they start scooting, biting at their rear end and chasing their butt in a mad frenzy that you worry about impacted glands.

One of my dogs, has been getting smell like dead fish from he butt. It is maybe a Perianal Fistulas ... infection fo the skin glands in and around the anus. The discharge is foul smelling. The treatment is usually surgery. He will see her vet soon ... and I would ask the vet about it.

I don't think it's her coming into heat because she's still a little young. But unless you know her exact birthday? Who knows.I have heard of dogs coming into heat early in life My guess is that it's her anal gland. My advice is to get her to the vet to be sure. But keep her away from mature male dogs just in case. If you take her to the vet and it does turn out to be her anal gland the vet can show you how to fix those problems from home so that you don't have to take her in if it ever accrues again.

is it a fishy smell? then it must be the anal gland. it can be expressed by vet or groomer. another alternative, you can learn how to expressed it yourself...
http://www.lakeeffectdog.com/anal_gland.htm

The anal sacs normally empty and refill every day. When stools aren’t firm enough, however, they don’t exert enough pressure to empty the sacs. This causes fluid to accumulate, making the anal area itchy and sore.
Even if you decide not to switch foods, you can improve your pet’s diet by giving him fresh vegetables, which are high in dietary fiber. Fiber absorbs tremendous amounts of water in the intestine, which causes stools to get larger and firmer.
example: raw baby carrots & banana (give your pooch these to replace treats)
