Sometime they like u but they don't know what to say but walk away because sometime they are shy, and they think u are cute and the like u but what can they do they don't want to make the move.

No its not a safe bet. Alot of people are so oblivious they don't even notice. If you're just walking and someone walks by, first hit the eye contact, then smile, and just give them a greeting. If nothing else you've brightened someone's day, alot of times you can turn it into a conversation. Added bonus, do this regularly at school/university/work, you gain repore with strangers you see alot and eventually get to know them.
