no, not at all. I make 8.50 an hour and I have a better haircut than every single cop I see.

For my understanding, cops has lots of work to do (if they do work. JK) From where I live (Thailand) they are trained to be deciplin and obey the rules. Needless for them to care about their hairstyle. It's better for them to look almost exactly the same from head to toe. The only difference is their face. So they don't have to waste their time thinking about where and how to have their hair cut. They don't have to care about the look. just be good and don't break the rules.
I don't know how to make it clearer. I think it's the culture of the profession. Every profession have one and being cops means having this kind of hairstyle. I guess.

I can tell you that the "cop 'stache" is so prevalent because it's the only facial hair most officers are allowed to grow while they're in uniform. Nothing below or past the edges of the mouth. That same uniform code covers the hair cuts and styles. Most agencies have policies regarding hair length. A lot also have policies against "trendy" hair styles. It probably doesn't help that law & order kind of guys tend to be a little conservative anyway. I don't know about the "sneakers and jeans" part. I wear jeans, but rarely wear sneakers.

Because anybody that would become a cop in the first place is usually not from the best gene stock. They are paid so little that they can't afford decent haircuts.

Could the bad hair/haircut be connected to the a$$holiness?

Probably their haircuts reflect their lower salaries. I would be surprised if they thought hair styles were very important because they are practical, down to earth types.
