My mother was granted a tourist visa and after a short visit has just left the U.S. to go back to the Philippines.
I would like to sponsor my mother for a permanent residency in the U.S.
My mother is 65 years old and would like to spend more time with my family.
Please advise.

you can only sponsor her is your are a citizen, and if you are it all depends on where you live and other factors.... it may not take 10 years....since she is your mother.... it's normally long for siblings, but for older parents it could be a lot faster. She is considered an immediate relative, like a spouse or child.... not like a sibling or older child...
"People who want to become immigrants are classified into categories based on a preference system. The immediate relatives of U.S. citizens, which includes parents, spouses and unmarried children under the age of 21, do not have to wait for an immigrant visa number to become available once the visa petition filed for them is approved by USCIS. An immigrant visa number will become immediately available. The relatives in the remaining categories must wait for an immigrant visa number to become available according to the following preferences:"
It could take a year or two so probably (maybe less, depending on how many people in the philippines are also applying)....
if you are not comfortable doing the application, you can hire a lawyer, but it's pretty easy, just read the paper work carefully....

You could apply, but it is likely that she won't be seeing any Green Card for long time, like 10 years? Unless she has lots of money (investor visa is the easiest), you should just buy her a ticket and when she comes over, you can apply for extension date. Hopefully you mother can receive 6months initial and get extension for 4months or more. That would be nearly one year. Tell you the truth, even getting good lawyer to do the paper work does not help when it comes to Green Card or Citizenship.
