First, the people will need passports. Given these, contact the nearest Canadian consulate and inquire. If a visa is required (depending on your country, it may or may not be), the consulate will tell you how to get one. Expect to have to fill out a form and send it and the passport (along with a fee) to the consulate. Then buy tickets, and you're good to go.
