I am not sure that this question is actually true. Known a couple of Indian men and I don't think they need smaller condoms. But I can't answer your question. I'm not an Indian woman.

You forgot the fundamental rule of the universe. It's not the size that matters , it's how you use it! Besides indians dongs are averagely sized. Indian women don't really care i guess since most of them can't choose their spouse. So they are stuck with the dong that their parents choose for them.
