Safest:
Just about any city in Orange County (especially the Southern half) will be very safe. For example, Mission Viejo and Irvine are consistently rated among the top 3 safest cities in America.
Other safe areas include the suburbs North of LA (Santa Clarita) and Northwest of LA (Thousand Oaks and the surrounding area). All of these areas are very modern suburbs that do not have the air pollution, traffic and crime problems that occur within LA.
Another region to consider is the "Inland Empire," which is a collection of suburbs East of LA along the 10 freeway. I would suggest Rancho Cucamonga, Ontario, Claremont and Redlands. The weather is hotter in the summer, and you have some air pollution and traffic problems, but the areas are generally nice and safe, and they more affordable than any of the other areas I mentioned.
As for the dangerous areas, you want to avoid South-Central LA (Compton, Watts, etc.), Long Beach, the area surrounding downtown, etc. Basically, within the city itself, you want to stay in the Northwest corner (Beverly Bills, Bel Air, Westwood, Studio City, etc.).
Inside tip: Avoid deceptively named cities such as "Santa Fe Springs," "Bell Gardens" and "Panorama City."
You should be able to rent a studio for under $1,000 everywhere I mentioned.

You can probably find a lot of places for that price, but the difficult part is that there's so-so pockets everywhere. For example, in the San Fernando Valley, there's parts of Van Nuys and North Hollywood that are really nice (along the edges of Sherman Oaks or Burbank/Toluca Lake) but there's also sketchy areas in both.
It really depends on where you're working/spending your time - a 20-mile highway drive can take you up to 2 hours depending on where you're at.
It sounds like you don't live out here yet - I would recommend getting on a site like Craigslist and finding a temporary rental (2-3 months) which will give you enough time to search around and find a place you like in an area you want to be in. I've seen beautiful pictures of apartments on Westside Rentals (another major LA rental site) that I discovered were questionable areas when I drove by. You don't want to sign a year lease with a $3000 deposit to find out the apartment is unsafe (I know people who have done this).
A lot of apartments have gated entry (including garage), so worst case if you're in a so-so area you may not really be at risk.

Hi, I suggest you go to craigslist.org and looking under the housing apartments and such, We have a 1 bedroom in Sun Valley for 950 a month, I dont think any part is really safe, theres gangsters and freaky people all over Los Angeles, from what I hear though the cops wont even go into Compton and other parts of South Central! I know Pacoima and San Bernadino are pretty awful too.But give craigslist a try,,,Good Luck!!

I lived in Silverlake (sorta near Los Feliz, Echo Park, and downtown) in 1999-2000, and it seemed pretty safe (not, you know, Rodeo Drive/Beverly Hills safe, but safe enough). You can find some cheap rents there if you look. Drive the streets and look for signs; there are many older people there who rent apartments in 2- or 3-apartment buildings who don't advertise anywhere else. In 2000 my ex and I were paying $800 for a two-bedroom with a large backyard, a garage, and a working fireplace. The older man who lived next to us was renting out the one-bedroom apartment above his for $450.

The South bay area (Torrance, Redondo beach, Hermosa Beach, Manhattan beach, Palos Verdes and parts of Gardena) are nice areas to live. Very very safe.
Also parts of Orange County is pretty nice as well. (Part of Santa Ana, Costa Mesa, Fountain Valley, Irvine, New Port Beach, Laguna Beach) but over-all LA is one filthy, unsafe city to live.
Marina Del Rey is not bad, and also Long Beach area right by the ocean is not too bad as well.
As someone already said, there are bad areas and good areas in a city so it's hard to say with certainty that one city is nice.
Though the South bay is relatively nice with not as much crime as most. So the rent is pretty high but I've seen studios for $900 in Torrance.
If you live around Venice and Santa Monica just be warned there are lots of homeless people. And I mean LOTS.
Stay out of Compton, Inglewood, Lawndale, Watts, and parts of Long Beach and San Pedro.
