E-85: 15% Gas 85% Ethanol
I filled my 2000 Malibu (Not designed for E-85) with E-85. The moment I got out of the gas station I could feel the power increase. This is probably the cheapest way to get some boost. The only problem is that you could potentially damage your engine if it is not designed for it.
Remove catolic converter (legal until you get caught), replace the mufflers with hi-flow system, and put in cold air intake.
Recommendation: With a 99' Taurus I wouldn't bother.....

A K&N air filter would help a little. These are pretty much granny cars, so don't expect to find a lot of stuff for it. Almost anything looks good with tinted windows and some nice rims. There might be a high performance computer chip for it. Otherwise, I would leave it alone.

search the internet for some headers and a cold air intake, making the car breathe easier will help out a lot. Get rid of your catalytic converter. If it is a 3.8 liter like the mustang there are a lot of after market parts. I am not sure what the put in the taurus.

I would check into a performance chip. I would possibly try summit. What they are suppose to do is like change different things like shift points timeing, different things can't think of them all right now. but the end result is normally about 15 more horsepower. you could also get a cat back exhaust wich will help between 8 to 15 more horsepower.

You can either add some additives to the fuel (available in gas stations) or simply change the injections computer's ship with another high-performance one. You can easily find these if you look for them on the Internet.

Definitely sounds transmission related. Unfortunately, these models have had issues in the past with this. You might get lucky and it will be something small and electronic that can be replaced quick and cheap. Good luck.
