You can get that type of hair by using a wave crimper. There are many different type of crimpers, so you will have to look at the plates to make sure that the waves are far apart.

Another way that you can try is by getting a perm with medium size curlers and don't leave the solution on your hair as long. If you leave the solution on long, then you will get the tight curls, but if you don't leave it on to long, then it should end up similar to that photo. Go to a hair salon and take that picture in with you and see what they tell you. Hopefully this helps you out. Good Luck!!

Yeah, the wavy crimper not the pointy, sharp crimper though.
And lots of hairspray for the volume

Shower and towel dry your hair. Rub in some hair pomade or gel but just a bit an don't apply it to your scalp. Next make a couple braids in your hair (# depends on thickness) but be careful that the braids are not too thin, you can end up with frizz. Sleep on it and take them appart the next morning by running your finger through it. If you want you can your a light hair spritz, moose, or pomade to make your strands "piecey" (not sure if that's how you spell it).
