Yes. You should call 911 for help getting back up. It could and has saved an elderly person's life. No one should lie on the floor or ground just waiting for someone to find them, hoping for help. Make the call.

Only in the case that you are elderly or of poor health and falling has put you in peril of injury or completely preventing you from seeking aid for recovery or nourishment. Most healthy people could maneuver their way back up if they can reach a sitting position.

Yes. It is ok. These types of calls are refered to as "assist a citizen" calls. Depending on where you live, the ambulance servie may or may not charge you for coming out if they do not transport you. Some only charge if they transport you to the hospital.

Yes, but also realize that your door if its locked will be broken and you will get a bill from the Paramedics for responding. Better you call a church who might know of someone closeby who isn't going to bill you.

Yes because if it is an elderly, handicapped, or injured person it could lead to serious consequences.
