How does California tax board find debtors to garnish?

They search through Unumployment Insurance records which employers are required to update with lists of employees monthly I think. Those are based on SSN.

If a debtor has wages..a wage search via computer, an asset search at the Recorders office(personal property), a motor vehicle/drivers license search...utility records .some but not all...
