male pomeranian, just shy of 1 year old. Have not seen him do this before. The only thing different in his diet is Meaty Bones milk bones.

To the poster who said their vet told them cleaning a dog's anal glands was not necessary and a waste of money, you need to switch vets! They do not know what they're talking about!

Both require seeing a vet. Best wishes to you.
Dogs also do that sometime to clean themselves or get attention. Either way, check his stool for worms when he poops outside. You can see them plain as day if there.
The vet can show you how to express his anal glands so you can do it yourself. My daughter does that periodically for her dachshunds.

but do yourself a favor and let the vet do it. It's worth every penny to pay someone else.

Other possible explanations are poop stuck in his fur him or worms, but unfortunately the nastiest one is probably the most likely.

either a) he went poop and didnt get all of it off (there may be a hair that he ingested that is trailing behind). Gross, but entirely possible.

b) his anal glands could need attending to. (a groomer can assist you. I don't recommend expressing one's dog's anal glands if unexperienced.)

c) his booty itches

or d) he has worms and he is passing them but they aren't exiting fully upon defecation.

Watch him. If it happens frequently (daily) then check under his tail to make sure there isnt something visible bothering him that you can quickly attend to with a baby wipe. If it continues and you dont see anything, then he may need to see a vet.

Cuz his butt itches.

Could be worms, or if he is having loose stools because of the diet change (any diet change good or bad can cause a GI upset temporarily) could need some cleaning back there.

That is typical behaviour it probably is his anal glands. So you need to take him to the vet to be released. He is drgging his but to try to release them and they probably are irritated. Dogs usually release the gland when they pooh so maybe his has not been releasing. Just check up with the vet to be sure its not anything else.
