They sell hooked brackets that hang over the top of the door, but they can scratch / gouge the door if it's close-fitting to the frame. They also sell a set of two super-strong magnets, one of which has a hook for the wreath, but they only work thru single-thickness glass.
At my last apartment, I tied two pieces of fishing line (about 2 inches apart) near the top of the wreath, ran them over the top of the door & down the inside of the door. I was able to hook them over the peephole.

Take hanger and cut.Make a hook type hanger over your inner door or storm door.Work's great.
