There's a word for it, I know, because I've seen it before. I can't find it on the internet though. If you know it, I'd love to have it for a short-story I'm drafting about the Cochabamba riots. It'd add to the authenticity a ton.

I haven't been to Bolivia and can't say with certainty what the term would be. However, gabacho is a term used in Mexico for light-skinned natives of European descent.

brianinchina2003 has rigth, the word wich are you looking for is gringo; and it is used in all latinamerica because (for us) we don't know from where comes the people (who has green or blue eye or if they ligthy skin, or they are blondes or redheads, doesn't matter they are just gringos).
