I have had cats almost forever it seems at times. We just got a new kitten a cut 16 week old tortie, last in the litter of four. her mommy was in labor with her for 24 hours. my question is she is attemping to nurse onme, she picks a spot on my shirt by my neck and sarts tonurse is this normal? any advice

Yes it's normal !
I've had lots of them who did that. she finds great comfort in it .. Just like cats kneading .
she is showing you affection ,congrats she knows you are her mommy. If she is eating & drinking fine don't worry ! The last cats in the litter always do it .
Because they were weaned before they were ready.
Meaning .. kittens need to fully experience that phase. But there is no harm in continuing that ..my cat peanut did that and it made her extra cuddly . Just cuddle her when she does that . It'll nuture the mommy love she needs . and purr! kittens like that! thier mommy does that for them .
one girl said to make the cat stop ..that's the worst you can do .
what I do is give them a treat sometimes !

Lots of kittens do this - it's pretty common. I suggest removing her from the spot when she starts to do this; otherwise, she will have no reason to think that you don't want this behavior, and it will continue. Give her other kinds of affection, but do not allow the pseudo-nursing to continue.

My friend has a cat that is over a year old and he still does it. Anywhere he can find skin. His mother died before he was weaned. That is what they do when they are taken away too soon from their momma.

My cat does the same thing and I've heard it's because she was taken away from her mother too early.

kittens and puppies do that if they are taken from their parents too early sometimes.. that could be the case. its a way to deal with their separation anxiety
