Shitzu's hair (like Lhasa Apsos) grows as long as they are tall, just about. Many groomers do an adorable puppy cut on these dogs that keeps the hair short, unmatted and out of their eyes.

Shih tzu hair never stops growing, but if you want to keep it long, you'll have to comb and brush it several times a day. Otherwise, the hair will form hard mats and the dog will have to be shaved completely. When he turns about 1 year old, the soft puppy hair will change to firmer, silkier adult hair which tangles easier, and you may want to think about having a groomer cut his hair short and fluffy for you so it's easier to care for.
