I beleive dandelion seeds are dispersed by the wind. They are those white puffy things on the top part of the stem. you know, the ones people blow on to make wishes. =)

Woody plants (i.e. hardwood trees) would be the best location to find these seeds. Seeds are simply fruit that have been fertilized with pollen. Samara fruit are the type that you are looking for. They are winged and very effective in dispersal via wind. Maples (genus Acer), elms (genus Ulmus), and ashes (genus Fraxinus) are some examples of trees that you should be able to find in Washington state that have examples of these winged seeds. Finding them in the winter time may be a challenge if you have had a lot of wind in your area. Since the purpose of these seeds is to be dispersed through the wind to far reaching areas, you won't necessarily find them right at the base of the tree. Areas to look for would be along foundations of buildings, in low lying areas near stands of trees where they may have become trapped, or in corners of alley ways or anywhere that the wind could blow into and deposit these seeds. The aforementioned trees are all deciduous trees, so they won't be easy to tell apart from each other if you do not know what you are looking for. Take a moment to research each genus online to find some bark characteristics about the tree and you should also see examples of the seeds that you are looking for. I've listed a book as a good resource and the United States Department of Agriculture's website is another excellent source.

If you have maple trees in your area, look for those little two-winged seeds. They are dispersed by the wind. That's why they have those little wings.

It seems as though there are many seeds dispersed by the wind. Here is a website that has all of them.

Without knowing where you live this is impossible to answer. Plants live in different regions depending on climate. What I have in Detroit, you might not have where you are.
