And does bird semen spill when they mate? I always hold my female budgie, but I don't want to touch semen or any other fluid.

You don't have to worry unless you pick up your bird right afterwards. As for the vaginal area- both males and females have a cloaca- right at the base of her tail. It is a horizontal slit. Eggs, feces, etc comes out of that same hole.
Males have the cloaca as well, and send out packets of sperm

No. Males seem to be able to differentiate between transient females and resident females and only show attention to the latter. It is usually not returned on first pursuit but if tolerated then encouraged the pair is formed. The female reaches the breeding cycle and when she is receptive copulation takes place. With pet budgies you'll recognize courtship behavior. You might want to provide a nest for the eggs.

Birds don't have vaginas or penises. The male stands on the female's back and rubs his vent (under the tail) in the vicinity of hers, and somehow the sperm make their way into her vent. This is not a messy process. I've never noticed anything wet on a bird after mating.

There is no vagina per se on parrots. The vent (the opening just before the tail) serves as a both the sex organ and the ureter and colon of a parrot.

It's not the same reproduction system as a human. The budgie has not vagina - just an egg sac. You will not get semen on you.

Don't let your birds do the nasty, and you won't have to worry about it.

wear gloves to be sure
but it only happens when they mate and it happens under the tail

but dont hold any animal under the tail
,because they dont use toilet paper,
