People blush for more than one reason. Embarassment comes in several ways. Hopefully, since you seem to like him, he is blushing because he DOES like you. But he might just be embarrassed by the question, especially if with other boys or girls around, not just he and you. An easier and better way to tell is ask a couple other questions. Does he seem to always be around or near you? If yes, he probably wants to be around you because he likes you but hasn't learned yet how to do more. Help him out, give him time to learn, just be easy with it and nice to him but don't put him on the spot about it. See how it goes. After all, if you like him then you really want exactly that anyway right? To be around him and be easy with each other and just have fun? Who needs to chase anyone away at your ages by demanding answers you already kind of know?
Second question: is his behavior really over the top? Like, does he go out of his way to bother you or hurt you in any way? Are other boys watching like hawks when he does? If yes, he probably DOES like you and the other boys (friends who know him well?) picked up on that and are pushing him to do bad things or get joked about a ton. If so, leave him be a while, don't get all angry at him, the amusement will fade for the other boys and you can then be around him and be friendly, give him the chance to do the same. Forget the aggravation he caused, you are both learning how to do this so don't hold that grudge — just shake your head now and then and sigh.
But he might actually NOT like you. I have to guess that if you got to the point of asking him that he REALLY DOES though so I won't dwell on this possibility!

It depends on your/his age. If he's eight or nine years old, he probably does like you. If he's hit the teens yet, I'm betting no. They only "play" like they don't like you until the hormones kick in. Good luck sweetie.

It depends does he look at you a lot? If he does he likes you. If he ignores you as if your just a person in his class then no.

Well, you haven't given enough info...what does he act like towards you? How can we tell if he likes you or not if you only said that he said that he doesn't like you? Sorry, can't help you here.

does he laugh and smile when he says it or does he pretend like he's blushing? cuz if he does then he likes u but if he acts like he is angry or bored, then he doesn't like u
